രാജാവിന്റെ ഔദാര്യം സ്വീകരിച്ച് കൊട്ടാരത്തില്‍ കഴിയുന്നതിനെക്കാള്‍ വനാന്തരങ്ങളില്‍ അലയുന്നതാണ് അഭിമാനം എന്ന് കരുതിയ ഒരു ദേവയാനിയെക്കുറിച്ച് മഹാഭാരതത്തില്‍ നാം വായിക്കുന്നുണ്ട്. പില്‍ക്കാലത്ത് യയാതിയുടെ ഭാര്യ ആയപ്പോള്‍ ഭര്‍ത്താവിന്റെ ജാരവൃത്തി അച്ഛനായ ശുക്രാചാര്യനെ അറിയിച്ച് ശിക്ഷ വാങ്ങിക്കൊടുക്കുകയും ചെയ്യുന്നുണ്ട് ഈ ദേവയാനി. വാശിക്കാരി, വഴക്കാളി എന്നൊക്കെ പറയാമെങ്കിലും ചില ചില കാര്യങ്ങളില്‍ ധര്‍മനിഷ്ഠ പുലര്‍ത്തിയ കഥാപാത്രമാണ് വ്യാസന്റെ ദേവയാനി. അതുപണ്ട്. ഇപ്പോള്‍ ശ്രദ്ധിക്കപ്പെടുന്ന ദേവയാനി തത്ത്വദ്വീക്ഷ ഇല്ലാതെയും നിയമവ്യവസ്ഥ ലംഘിച്ചും പെരുമാറിയതിന്റെ പേരില്‍ ബന്ധനസ്ഥയാക്കപ്പെട്ട സ്ത്രീയാണ്. ഭാരതം ലജ്ജിക്കേണ്ടത് സാധാരണക്കാരിയായ ഏതു കുറ്റവാളിക്കും സമാനസാഹചര്യങ്ങളില്‍ കിട്ടുമായിരുന്നത് ഉന്നതോദ്യോഗസ്ഥയായ ഈ സ്ത്രീക്കും കിട്ടി എന്നതിലല്ല, ആരോപിക്കപ്പെടുന്ന കുറ്റം ചെയ്തുകൊണ്ട് ഭാരതത്തിന്റെ അഭിമാനത്തെ അവര്‍ അപമാനമാക്കി മാറ്റി എന്നതിലാണ്.
അംബാസഡര്‍ ദേവയാനിയെ മാത്രം ഒറ്റപ്പെടുത്തി കുറ്റം വിധിക്കേണ്ടതില്ല നാം. നമ്മുടെ പൊതുധര്‍മ ബോധത്തിന്‍െറ പ്രതിഫലനമാണ് ദേവയാനിയില്‍ അനാവൃതമായത്.

പണ്ട് തിരുവിതാംകൂറില്‍ ഗ്രാന്‍ഡ് ഇന്‍ എയ്ഡ് പള്ളിക്കൂടങ്ങള്‍ ഉണ്ടായിരുന്നു. അധ്യാപകന് ഏഴ് രൂപയാണ് ശമ്പളം. ഒപ്പ് ഏഴിന് തന്നെ. മാനേജര്‍ കൊടുക്കുന്നത് അഞ്ച് രൂപ. പനമ്പിള്ളി ഗോവിന്ദമേനോന്‍ ഖജനാവില്‍നിന്ന് ഹെഡ്മാസ്റ്റര്‍ വഴി നേരിട്ട് ശമ്പളം കൊടുക്കാന്‍ നിശ്ചയിച്ചപ്പോഴാണ് ഈ കൃത്രിമം അവസാനിച്ചത്. ഇന്ന് സി.ബി.എസ്.ഇ സ്കൂളുകളിലും യു.ജി.സി ശമ്പളം കൊടുക്കേണ്ട കോളജുകളിലും നിശ്ചിതതുക ചെക്കായി കൊടുത്തിട്ട് അതില്‍ പാതി മാനേജര്‍ക്ക് കള്ളപ്പണമായി തിരിച്ചുകൊടുക്കുന്ന സമ്പ്രദായം ഉള്ളതായി കേള്‍വിയുണ്ട്.
സ്കൂളിലും കോളജിലും മാത്രം അല്ല. ചീഫ് സെക്രട്ടറിയുടെ കസേരയില്‍നിന്ന് ഇറങ്ങിയപ്പോള്‍ ഹൈകോടതി ജഡ്ജിയുടെ ബെഞ്ചിലാണ് എന്നെ കയറ്റിനിര്‍ത്തിയത്. ശമ്പളത്തിന്റെ കൂടെ ഒപ്പിടാനുള്ള മറ്റൊരു കടലാസ് കിട്ടി. 250 ലിറ്റര്‍ പെട്രോളിന്റെ വില കൈപ്പറ്റിയിരിക്കുന്നു. നല്ല കാര്യം. ഇപ്പോള്‍ മാസം രണ്ടുമൂവായിരം കിലോ ഓട്ടം ഉണ്ട്. അതിന് വേണ്ടി ഇത്രയും. അന്ന് കഷ്ടിച്ച് അമ്പത്-നൂറ് ലിറ്റര്‍ മതി. അര്‍ഹതപ്പെട്ടതാണ് സാര്‍. അങ്ങു മാത്രം വാങ്ങാതിരിക്കേണ്ട. എനിക്ക് സംശയം തോന്നി. ചിരകാല സുഹൃത്തായ കെ.ടി. തോമസ് അന്ന് സുപ്രീംകോടതിയില്‍ ജഡ്ജിയാണ്. അദ്ദേഹം പറഞ്ഞുതന്നു, 250 ലിറ്ററിന്റെ വില എഴുതിയെടുക്കാമെന്നല്ല, അത് വരെ ആകാമെന്നാണ് നിയമം. ഇപ്പോള്‍ ഹൈകോടതിയിലെ സമ്പ്രദായം എന്താണ്, നിയമം മാറ്റിയിട്ടുണ്ടോ എന്നൊന്നും എനിക്കറിഞ്ഞുകൂടാ. നമ്മുടെ നാട്ടില്‍ ഇതൊന്നും വലിയ തെറ്റായി ആരും കാണാറില്ല എന്ന് പറഞ്ഞുവെന്ന് മാത്രം.
അതുകൊണ്ടാണ് താന്‍ ചെയ്തത് തെറ്റാണെന്ന് അംബാസഡര്‍ ദേവയാനിക്ക് തോന്നാതിരുന്നത്. അമേരിക്കയില്‍ വീട്ടുവേലക്ക് പോവുന്ന എല്ലാ ഇന്ത്യക്കാര്‍ക്കും അവരെ നാട് കടത്തിക്കൊണ്ടുപോവുന്ന ഇന്ത്യക്കാരില്‍നിന്ന് അനുഭവിക്കേണ്ടിവരുന്ന അനീതിയാണ് അംബാസഡറുടെ അടുക്കളക്കാരിക്കും അനുഭവിക്കേണ്ടിവന്നത്. ഇക്കാര്യത്തില്‍ അംബാസഡര്‍ക്കൊപ്പമല്ല അടുക്കളക്കാരിക്കൊപ്പമാവണം ഭാരതം.
ഇവിടെ ഉദിക്കുന്ന ആദ്യത്തെ ചോദ്യം ഇത്തരം ജോലിക്കാരെ സര്‍ക്കാര്‍ ചെലവില്‍ നിയമിക്കേണ്ടതുണ്ടോ എന്നതാണ്. പണ്ട് ഈ നാട്ടില്‍ ഉദ്യോഗസ്ഥന്മാര്‍ക്ക് വീട്ടുജോലിക്കാരെ സര്‍ക്കാര്‍ ശമ്പളം കൊടുത്ത് നിയമിച്ചിരുന്നു. ക്രമേണ അത് ഇല്ലാതായി. എന്റെ തലമുറ സര്‍വീസില്‍ പ്രവേശിക്കുന്ന കാലത്ത് റവന്യൂ ബോര്‍ഡ് മെംബര്‍ക്ക് വീട്ടില്‍ രണ്ട് ശിപായിമാര്‍ ഉണ്ടായിരുന്നു. ഞാന്‍ മെംബര്‍ ആയപ്പോഴേക്ക് ആ ഏര്‍പ്പാട് ഇല്ലാതായിക്കഴിഞ്ഞിരുന്നു. ഇപ്പോള്‍ പൊലീസിലുണ്ട്. അത് യൂനിഫോം ഒക്കെ വൃത്തിയാക്കിക്കൊടുക്കാനാണ്. പച്ചക്കറി വാങ്ങാനും പിള്ളേരെ കുളിപ്പിക്കാനും അല്ല. ഗോള്‍ഡാ മേയര്‍ പ്രധാനമന്ത്രി ആയിരുന്നപ്പോഴും ഭക്ഷണം സ്വയം പാകംചെയ്തിരുന്നു. നമ്മുടെ കൊച്ചുകൊച്ചു ദേവയാനിമാര്‍ക്ക് എന്തിനാണ് ഇങ്ങനെ ഒരവകാശം?
അംബാസഡര്‍ തലത്തില്‍ സര്‍ക്കാറിനുവേണ്ടി സല്‍ക്കാരങ്ങള്‍ നടത്തേണ്ടിവരുമ്പോള്‍ തന്നെ പ്രാദേശികമായി താല്‍ക്കാലികാടിസ്ഥാനത്തില്‍ ഏര്‍പ്പാടുകള്‍ ഉണ്ടാക്കാവുന്നതേ യുള്ളൂ എന്നിരിക്കെ അതില്‍ താഴെ യുള്ള ഉദ്യോഗസ്ഥര്‍ക്ക് ഇങ്ങനെ ഒരു ആഡംബരം അനുവദിക്കേണ്ടതില്ല. അതുകൊണ്ട് വീട്ടുവേലക്ക് ആളെ കയറ്റിക്കൊണ്ടുപോകുന്നവര്‍ അതതു നാട്ടിലെ നിയമന-വേതന വ്യവസ്ഥകള്‍ സ്വന്തം ചെലവില്‍ പാലിച്ചുകൊള്ളണമെന്നും അതിലുണ്ടാകുന്ന വീഴ്ചകള്‍ക്ക് ഇന്ത്യാമഹാരാജ്യം ഉത്തരവാദപ്പെട്ടിരിക്കുന്നതല്ലെന്നും നിഷ്കര്‍ഷിക്കുകയാണ് അടിയന്തരമായി നാം ചെയ്യേണ്ടത്.
അമേരിക്കയിലായാലും ഗള്‍ഫിലായാലും വീട്ടുജോലിക്കായി പോകുന്നവരുടെ ക്ഷേമം ഉറപ്പുവരുത്താനുള്ള ചുമതല അതതിടത്തെ ഇന്ത്യന്‍ സ്ഥാനപതികാര്യാലയത്തിനുള്ളതാണ്. അപ്പോള്‍ വേലി തന്നെ വിളവ് തിന്നാന്‍ പുറപ്പെട്ടാലോ? ദേവയാനിയെ വിവസ്ത്രയാക്കി പരിശോധിച്ചതില്‍ നമുക്ക് പരിഭവം തോന്നുന്നതില്‍ തെറ്റില്ല. ശരീഅത്ത് നിലവിലിരിക്കുന്ന രാജ്യങ്ങളിലെ നീതിന്യായ വ്യവസ്ഥകളെക്കുറിച്ച് ആംഗ്ളോസാക്സണ്‍ സമ്പ്രദായങ്ങള്‍ ശീലിച്ച നമുക്ക് പരിഭവം തോന്നാറുണ്ടോ. എന്നാല്‍, സൗദി അറേബ്യയില്‍ ഒരു രാജകുടുംബാംഗം ആ നിയമം അനുസരിച്ച് വധിക്കപ്പെടാന്‍ പോവുകയാണത്രെ. നിയമം എല്ലാവര്‍ക്കും ഒന്നുതന്നെ എന്നാണ് കിരീടാവകാശിയുടെ വിധി. അമേരിക്കയില്‍ നിക്സണ് കസേര പോയത് എന്തിനാണ്? അദ്ദേഹം അറിയാതെ അനുയായികള്‍ നിയമലംഘനം നടത്തി. അറിഞ്ഞപ്പോള്‍ നിക്സണ് പറഞ്ഞു: ഛേ, മോശമായിപ്പോയി, ഇതൊന്നും കൂടാതെ തന്നെ നാം ജയിക്കുമായിരുന്നല്ലോ, ഇനിയിപ്പോള്‍ എന്തു ചെയ്യാന്‍, നാണക്കേട്, പുറത്തുപറയണ്ട. അതായത് കുറ്റം ചെയ്തതിനല്ല, കുറ്റം ചെയ്തവരെ സംരക്ഷിച്ചതിനാണ് പ്രസിഡന്‍റിന്റെ കസേര തെറിച്ചത്. അങ്ങനെയൊരു നാട്ടില്‍ കള്ള വൗച്ചറെഴുതി ആളെ വേലക്ക് നിര്‍ത്തുന്ന അംബാസഡറെ ഒബാമ സംരക്ഷിച്ചുകൊള്ളണം എന്നൊക്കെ പറയുന്നത് ശുദ്ധ അസംബന്ധമാണ്.
അമേരിക്കയുമായി തര്‍ക്കിക്കാന്‍ വിഷയങ്ങള്‍ എത്ര കിടക്കുന്നു വേറെ? ആണവകരാറിന്റെ തുടര്‍ച്ചയായി നാം നമ്മുടെ നിയമങ്ങള്‍ മാറ്റിയെഴുതണം എന്ന് പറയുന്ന സായിപ്പിന്റെ മുന്നില്‍ കവാത്ത് മറക്കുന്നവരാണോ അംബാസഡര്‍ ദേവയാനിക്ക് വേണ്ടി കോലാഹലം ഉണ്ടാക്കുന്നത്? സ്നോഡന്‍ വിസിലടിച്ചപ്പോള്‍ നാം കണ്ടതല്ലേ നമ്മുടെ സ്വകാര്യതകളില്‍ സായിപ്പിന്റെ കടന്നുകയറ്റം? എവിടെയായിരുന്നു ആ ധീരത? ബ്രസീലില്‍ പ്രസിഡന്‍റായിരിക്കുന്ന പെണ്‍ പിറന്നവര്‍ക്കുണ്ടായ ചങ്കൂറ്റം നമ്മുടെ താടിക്കാരന്‍ ആണ്‍പിറന്നവനുണ്ടായില്ലല്ലോ?
പിടിക്കേണ്ടവരെ പിടിക്കാം. അമേരിക്കന്‍ എംബസിയില്‍ സ്വവര്‍ഗാനുരാഗികള്‍ കാണും. അവരെ പിടിച്ച് പ്രോസിക്യൂട്ട് ചെയ്യാം. അത്തരം ‘പകരത്തിനുപകരം’ വിദേശബന്ധങ്ങളില്‍ പതിവാണ്. അതിനുപകരം വീട്ടുജോലിക്കാരായ സംഗീതമാരെ സംരക്ഷിക്കേണ്ട ദേവയാനിമാര്‍ ഭാരതീയരായ കീഴാളവിഭാഗത്തോട് കാട്ടുന്ന അനീതിയെ ന്യായീകരിക്കാന്‍ ശ്രമിക്കുന്നത് ലജ്ജാകരമാണ്.

You have seen only the tip of the iceberg! The real problem is with the External Affair ministry. It is with the full knowledge and direct involvement of the ministry the Consul Devayani acted. There are many ambassadors and Consuls of India all over the world pampered like this with the full approval of Govt of India. That is the real problem.
The External affairs ministry and for that matter the Pravasi ministry are not doing things correctly and acceptable to foreign governments as well as for the Pravasi community. They do not have time or interest to resolve the real issues faced by the public at embassies and consulates. They 'outsource ' their responsibilities and duties while concentrate on matters like 'servants' for their 'rajas' like Devayanis!
There are many 'Sangeethas' and gangs operating in India and foreign countries to export 'Sangeethas' to get American green cards. Such gangs work in India in collaboration with foreign missions in India and leading lawyers in USA and other countries. What system, govt of India has got to control or stop such nonsense? Such activities are really tarnishing India's image outside India.
Thousands of Pravasi Indians are having perpetual problems in dealing with embassies and consulates. Blaming the cooked up 'work load' the ministry outsource the jobs to most inefficient agencies who can give kickback to politicians back in India.
Last year any US citizen could get Indian tourist visa or student visa within 48 hrs. Now it takes minimum two weeks!! Why? A Pravasi Indian who became US Citizen can not get a visting visa unless he/she undergoes a series of huddles and paying huge money as fee and other charges . They have to wait at least for a month to get the visa to go to their motherland! I had intervened and helped many fellow pravasis to get visa to attend funeral of parents and close relations.
I request you to use your influence to correct the activities of External Affair ministry and advise govt of India authorities to take corrective steps.
