ന്യൂയോര്‍ക്ക്: ഒ.സി.ഐ. കാര്‍ഡ് ലൈഫ് ലോംഗ് വിസയാക്കണമെന്ന പ്രവാസികളുടെ ദീര്‍ഘകാലത്തെ ആവശ്യം പരിഗണിച്ച് നിയമത്തില്‍ കാതലായ മാറ്റം വരുത്താനുള്ള ഇന്ത്യാ ഗവണ്മെന്റിന്റെ തീരുമാനത്തെ ഫോമാ പൊളിറ്റിക്കല്‍ ഫോറം മുന്‍ ചെയര്‍മാന്‍ തോമസ് ടി. ഉമ്മന്‍ സ്വാഗതം ചെയ്തു. ദീര്‍ഘകാലമായി ഈ ആവശ്യം ഉന്നയിച്ച് താനും സഹപ്രവര്‍ത്തകരും നിരന്തരം ഇന്ത്യാ ഗവണ്മെന്റിനോട് ആവശ്യപ്പെട്ടുകൊണ്ടിരുന്നതാണെന്
ഇനി മുതല്‍ ഒ.സി.ഐ. കാര്‍ഡിന് അപേക്ഷിക്കുന്നവര്‍ക്ക് മുന്‍‌കാലങ്ങളിലെപ്പോലെ വിദേശ പാസ്‌പോര്‍ട്ടിലായിരിക്കില്ല വിസ സ്റ്റിക്കര്‍ പതിക്കുന്നതെന്ന് ഗവണ്മെന്റ് ഉത്തരവില്‍ പറയുന്നു. പകരം ഒ.സി.ഐ. കാര്‍ഡില്‍ തന്നെ "ലൈഫ് ലോംഗ്" വിസ എന്ന് രേഖപ്പെടുത്തുന്നതായിരിക്കും. നിലവില്‍ വിദേശ പാസ്പോര്‍ട്ടിലാണ് യു.വിസ പതിച്ചിരിക്കുന്നത്. ഇന്ത്യയിലേക്ക് യാത്ര ചെയ്യുമ്പോള്‍ യു.വിസ പതിപ്പിച്ച പാസ്പോര്‍ട്ടും ഒ.സി.ഐ. കാര്‍ഡും കൂടെ കരുതണം. കാലഹരണപ്പെട്ട പാസ്പോര്‍ട്ടാണെങ്കില്‍ പുതിയ പാസ്പോര്‍ട്ടും പഴയ പാസ്പോര്‍ട്ടും ഒ.സി.ഐ. കാര്‍ഡും വേണം. അതില്ലാതെ യാത്ര ചെയ്ത പലരേയും വിമാനത്താവളങ്ങളില്‍ തടഞ്ഞു വെക്കുകയോ പിഴ അടപ്പിക്കുകയോ ചെയ്യുന്നത് പതിവാണ്. ഈ ചിന്താക്കുഴപ്പം ഒഴിവാക്കാനാണ് ഇന്ത്യാ ഗവണ്മെന്റിന്റെ പുതിയ ഉത്തരവ്.
എന്നിരുന്നാലും നിലവില്‍ ഒ.സി.ഐ. കാര്‍ഡുള്ളവര്‍ യു.വിസ സ്റ്റിക്കര്‍ പതിപ്പിച്ച പാസ്പോര്‍ട്ടും യാത്ര ചെയ്യുമ്പോള്‍ കൈയില്‍ കരുതണം. എന്നാല്‍, കാലഹരണപ്പെട്ട പാസ്പോര്‍ട്ടിലാണ് യു.വിസ എങ്കില്‍ അതില്ലാതെ യാത്ര ചെയ്യുന്നവരെ വിമാനത്താവളങ്ങളില്‍ തടഞ്ഞുവെക്കുകയോ അനാവശ്യമായ നടപടിക്രമങ്ങളിലേക്ക് വലിച്ചിഴയ്ക്കുകയോ ചെയ്യരുതെന്ന് ഗവണ്മെന്റ് ഉത്തരവില്‍ പറയുന്നുണ്ടെന്ന് തോമസ് ടി. ഉമ്മന്‍ പറഞ്ഞു.
കാര്യങ്ങള്‍ ഇങ്ങനെയൊക്കെയാണെങ്കിലും, ഇന്ത്യാ ഗവണ്മെന്റിന്റെ ഏതു തീരുമാനത്തേയും സം‌ശയദൃഷ്ടിയോടെ വീക്ഷിക്കുന്ന പ്രവാസികള്‍ ഏതെങ്കിലും കാരണവശാല്‍ വിമാനത്താവളങ്ങളില്‍ പ്രശ്നങ്ങള്‍ അഭിമുഖീകരിക്കുന്നത് ഒഴിവാക്കാന്‍ ഒ.സി.ഐ. വിസ സ്റ്റിക്കര്‍ പതിപ്പിച്ച, കാലഹരണപ്പെട്ട വിദേശ പാസ്പോര്‍ട്ടും കൈയില്‍ കരുതണമെന്നും തോമസ് ടി. ഉമ്മന്‍ അഭ്യര്‍ത്ഥിച്ചു.
ഓ സി ഐ കാര്‍ഡ് തന്നെ ആജീവനാന്ത വിസയാക്കി മാറ്റണമെന്നും, വിദേശ പാസ്പോര്‍ട്ടില്‍ വിസാ സ്റ്റിക്കര്‍ പതിക്കരുതെന്നുമുള്ള ദീര്‍ഘ വര്‍ഷങ്ങളായി പ്രവാസികള്‍ മുറവിളി കൂട്ടിയ ആവശ്യം പ്രധാനമന്ത്രി നരേന്ദ്ര മോഡിയുടെ സര്‍ക്കാര്‍ നടപ്പാക്കിയതില്‍ പ്രത്യേകം അഭിനന്ദനം അര്‍ഹിക്കുന്നു എന്ന് തോമസ് ടി. ഉമ്മന്‍ പ്രസ്താവിച്ചു. ഇനി മുതല്‍ ലൈഫ് ലോംഗ് വിസ - Visa validity - Lifelong- ഓ സി ഐ കാര്‍ഡിലായിരിക്കും ഉണ്ടാവുക. ഈ തീരുമാനം ഉടനടി പ്രാബല്യത്തില്‍ വരുന്നതാണ്. ഇതിനായി ഒട്ടേറെ പ്രതിഷേധ മീറ്റിങ്ങുകളും പ്രകടനങ്ങളും പ്രവാസികളുടെ സഹകരണത്തോടെ അമേരിക്കയില്‍ നടത്തപ്പെട്ടിട്ടുണ്ട് എന്നുള്ളത് ഞാന്‍ നന്ദിയോടെ ഓര്‍ക്കുന്നു എന്നും, തന്നോടൊപ്പം സഹകരിച്ച ഏവര്‍ക്കും അഭിനന്ദനങ്ങള്‍ നേരുന്നതായും തോമസ് ടി. ഉമ്മന്‍ അറിയിച്ചു.
Modification of the OCI card scheme - Dispensing with 'U' Visa sticker - January 29, 2015
1. This Consulate has been informed by the Ministry of Home Affairs of the Government of India on 29th January, 2015 that the Central Government has vide Notice No. 26011/06/2015 – OCI dated 29th January, 2015 had issued instructions dispensing with the requirement of 'U' visa sticker on the foreign passport of an Overseas Citizen of India (OCI) cardholder with immediate effect and modifying the OCI registration certificate with an endorsement "Visa validity - Lifelong".
2. As per procedure till date, the OCI documents consisted of an OCI Registration Booklet and a multiple lifelong 'U' (Universal) Visa sticker which was pasted on the foreign passport of applicants eligible for issue of an OCI card. It was mandatory for registered OCIs to carry their passports containing 'U' visa and the OCI registration certificate for entry into/ exit from India.
3. From now on, registered OCI cardholders would carry their valid foreign passport and the OCI Registration Certificate for entry/exit from India. Immigration authorities in the Immigration Checkposts (ICPs) have been requested not to insist on production of the foreign passport containing the 'U' visa sticker in the case of OCI cardholders while they enter/exit India and the immigration clearance may be granted based on production of the OCI card and a valid passport.
4. All existing OCI cardholders and new applicants for an OCI card are requested to take note of the aforementioned changes.
5. OCI cardholders who have lost their passports containing the 'U' Visa are not required to apply for a re-issue of OCI card under 'lost/stolen' category.
6. Till further notice, it is mandatory for the following categories of applicants to seek re-issue of OCI registration certificate under OCI miscellaneous services:
who are 20 years of age or younger, OCI registration certificate must be re-issued each time a new passport is issued;
who are 50 years of age or older, OCI registration certificate must be re-issued once after the issuance of a new passport.
7. The following categories of applicants are not mandated to seeking re-issue of OCI Registration Certificate each time a new passport is issued:
If the OCI registration certificate is issued for the first time after the age of 50 years, then there is no need for re-issuance of OCI;
For an applicant who is 21 to 49 years of age, there is no need to re-issue OCI registration certificate.
