Report faults Kerala police for attack on CM

A report submitted by Kerala Police DGP, K S Balasubramaniam, to the government has accused the police and the intelligence of serious negligence in ensuring security to Chief Minister Oommen Chandy. The CM was recently attacked by a mob, believed to be Left activists, in Kannur and he sustained minor injuries in the attack.

In his report, the DGP has recommended action against 15 officials including Kannur SP and three DYSPs. The report stands in contrast to an earlier report by Northern Region ADGP, N Shankar Reddy, who had exonerated the police in the incident.  

DGP K S Balasubramaniam's report details many lapses of the police and is especially critical about Kannur SP, Rahul R Nair,who was in charge of the CM's security. He has been recommended for immediate transfer. Action has also been recommended against DYSP Sukumaran, State Special Branch DYSP Prajeesh Thotathil and and District Special Branch DYSP K Muralidharan and 12 officers of the Ring Round force, which had the task of keeping the CM safe.

The report emphasized that fool proof security measures had to be taken to ensure the CM's safety. Despite the fact that the CM comes under the Z Plus security category and that his convoy was made up of three pilot vehicles, three escort vehicles, rapid action force and  ring round security, attackers could reach him. The fact that the attack happened right under the nose of the police was too serious to be missed, the report said.

In spite of the fact that a large number of protesters had assembled to block the CM, no measures were taken to clear them ahead of the arrival of the CM. Further, the police paid no attention to the fact that the protesters were equipped with crude weapons. That the police did not respond to tough measures to disperse the mob after the attack points to the lethargy of the force, the report said. Above all, police personnel never tried to inform the CM's convoy about the presence of the mob and the mob was never restricted from coming close to the CM's car before the attack, the report said.
